10024634 Appraise the Pros and Cons of Cosmopolitanism Cosmopolitanism is the term to illustrate a theoretical belief of how some think the world should be, where interstate boundaries are abolished and citizens become part of a global body. It is derived from the ancient Greek, kosmopolites, usually translated as ‘citizen of the world’. Cosmopolitanism takes different stand-points throughout the fields of sociology, politics and philosophy.Gerand Delanty splits the concept into four main categories: â€Å"internationalism, globalisation, transnationalism and post-nationalism†(Delanty 2000: 52) and four sub-categories â€Å"legal, political, cultural and civic† cosmopolitanism. This essay shall analyse and evaluate arguments for and against the notion of cosmopolitanism according to Immanuel Kant’s perception and Hegel’s analysis of the subject matter.Since Kant’s perception is pre-dominantly a form of internationalism and legality, and he is known as the modern forefather of the contemporary conceptualisation, I shall primarily focus on the arguments for and against legal cosmopolitanism. Immanuel Kant developed his notion of cosmopolitanism as a result to the ever increasing Hobbesian ‘state of nature’ in the international realm, between the individualistic actors, nation states and the ever growing interstate communication; especially post the peace of Westphalia where state sovereignty became formalised.Hegel believed that this individuality amongst states in their hobbesian ‘pursuit of felicity’ would only lead to war. â€Å"when the particular wills of states can come to no agreement, the controversy can be settled only by war. † (Hegel 2001: 264) This in mind, I shall reference the views and opinions of contemporary theorists on Kant’s conceptualisation of cosmopolitanism. One of the main positives of cosmopolitanism according to modern theorists is accountability, Ka nt’s predominantly Legal cosmopolitanism was the ideology where state conflict could be resolved into ‘ perpetual peace’ through international laws.Contemporary legal cosmopolitanism as an example, arguably is demonstrated in the Nuremburg trials in 1945. It was the first time that states and state leaders could be held accountable under international legislation and judicial trial. Karl Jaspers states that the trial was a â€Å" new attempt in behalf of order in the world†(Jaspers 1947: 51) and Robert Fine elaborates on Jaspers argument that â€Å"Nuremburg marked the awn of a new cosmopolitan order un which individuals, as well as states, could be held accountable to international law even when acting within the legality of their own state. † (Fine 2003:610) Kant’s philosophy towards the birth of modern cosmopolitanism was pre-dominantly legal, as he desired republican universal legality across the international realm, in order to achieve à ¢â‚¬Ëœperpetual peace’. â€Å"No Independent States, large or small shall come under the dominion of another state by inheritance, exchange, purchase or donation†( Kant 1795).Thomas Pogge, a contemporary cosmopolitan theorist depicts that in cosmopolitanism’s universality â€Å" the status of the ultimate unit of concern attaches to every living human being equally- not merely to some subset, such as men, aristocrats, Aryans, Whites or Muslims† (Pogge 1992:48),according to this some may argue that one fault in Kant’s idealistic Cosmopolitanism is that there were no equal rights for women and that the law under cosmopolitanism only applied to men.This indicates that the trial with the Nazi crimes against humanity would be amicably subsumable to Kant’s theory because it is bringing the injustices of the German state during the Nazi period of power to justice. Kant wished to retain the exercise of power to law†(Delanty 200:55) Having a â €˜universality’ of international laws to present crimes or excess power conclusively is a positive aspect supporting the theory of cosmopolitanism.Some aspects of cosmopolitanism are embedded within our society today by the overrule of international law, especially since the increase of globalisation and the extensive expansion of interstate communication. However arguably some see cosmopolitanism as a means of promoting western political values over common enemies for example during the cold war with the USA’s involvement into communist Vietnam. Vietnam was seen as a case study where the US intervened in order to promote liberal democracy.This was a result of the US’s foreign policy, you could argue that there has been considerable criticism towards the USA’s foreign policy as it has created an abundant amount of unnecessary conflicts, for example the Iraq and Iran conflicts. Robert Fine states that â€Å"a destructive criticism of the idea of cosmop olitan right has been put forward by legal and political theorists who argue that cosmopolitanism is essentially a banner under which powerful nations conduct wars against their enemies and portray them as enemies of humanity itself. (Fine 2003:611) Essentially this depicts a detrimental aspect to the ideal of cosmopolitanism. â€Å"a number of states may make themselves into a family, the union, because it is an individuality, must create an opposition, and so beget an enemy. † (Hegel 2001: 259) This illustrates Hegel’s awareness of Kant’s idea, though he is illustrating here that Groups or unions will be created from states to, on a larger level create one individual to face their enemies.Though Carver and Martin illustrate that Kant was a â€Å"critique of imperialism and colonialism† which you could argue is a primitive form of spreading political values and beliefs, he was a promoter of republicanism and at the centre of his philosophy he believed th at â€Å" all political constitutions should ultimately be republican† (Carver 2006: 39-41). Delanty also contributes to this issue by stating the problem with Kant’s cosmopolitanism is in â€Å"transferring the republican constitution onto the international order†.Even Hegel thought that Kant’s theory was inaccurate to modern times. Though many thought Hegel wished to criticize and oppose Kant’s understanding of cosmopolitanism, evidence suggests that he supported it but thought that it just needed reformulation in accordance to different epoch. â€Å"It is argued that Hegel’s critique was neither regressive nor nationalistic, but rather that he advanced the theory of cosmopolitan right beyond the Kantian framework of formal natural law. (Fine 2003: 610) â€Å"Hence, Kant proposed an alliance of princes, which should settle the controversies of states, and the Holy Alliance was probably intended to be an institution of this kind. But the state is individual, and in individuality negation is essentially implied†(Hegel 2001: 259) Robert Fine refers to Karl Schmitt’s biography on the Nuremburg trials, where he states that â€Å"the only distinction between crimes against humanity and crimes for humanity is that the former were committed by Germans and the latter by Americans. (Fine 2003: 611). Fundamentally this denotes that there is a considerable amount of evidence to illustrate the faults with cosmopolitanism on a hole. On the other hand Kant had anticipated for this abuse of power within his concept and as Robert Fine states he desired to create â€Å"a federation of nations based on mutual co-operation and voluntary consent among a plurality of independent states. † This deems that the individual nation state remains with some sovereignty but the overall power lies within the federation of states.Although Kant’s republican prejudice may promote western ‘imperialism’ because by stating that all political systems should work within the ideology of republicanism, it shall overwhelmingly create conflict with other foreign systems of politics and contrasts with what Robert Fine illustrates as the basis behind cosmopolitanism. â€Å"standing armies would be abolished, no national debt would be incurred in connection with military costs, no state would forcibly interfere in the internal affairs of another, no acts of war would be allowed which would ‘make mutual con? ence impossible during a future time of peace’, foreigners would be afforded a right of ‘universal hospitality’, and the indigenous inhabitants of newly conquered colonies would no longer be ‘counted as nothing†(Fine 2003: 613) Essentially it is difficult to appraise the pros and cons of cosmopolitanism especially when referring to its earliest contemporary form. Each pro or con has its own co-relating positive and negative.However overall evidence suggests that if I were indeed to analyse the above pros and cons it would seem that there are more significant arguments in favour of cosmopolitanism as accountability is key in the modern world we live in. I chose Mai’s conception because Wilson leaves out one major method of indexing that could be named user-oriented method (Mai, 2000). First one is a simplistic conception similar to Wilson’s (1968) constantly referred to method. This method determines the subject by counting frequencies of occurrences of words in the document so it could be the most objective method. The problem is that there is not necessarily any correlation between occurrences of words in a document and its content. Second method is a document-oriented conception. The basic idea is that the indexer should establish the subject matter solely based on an analysis of the document itself; the goal is to represent the document as truthfully as possible and ensure the subject representation is valid for a long time. Third method is a content-oriented conception attempts to describe the content of the document as fully as possible. This conception shows historical and cultural circumstances that determine the subject matter of the documents. Fourth one is a user-oriented conception mentioned in above paragraph. Last one is a requirement-oriented conception. In this method, the indexers have knowledge about the users’ individual information needs and work tasks. It is only useful in smaller organizations and indexing done by this method, like a user-oriented conception, changes over time. In ERIC, education reform was educational change (as of 1996, although â€Å"reform† is still commonly used in society) and the contents regarded modification of things such as curriculum and teaching methods, which matches the article. Educational Philosophy: It is a good match, in that reflects the article’s context and themes. Social Environment: It means â€Å"social factors or conditions that influence individuals or groups†. It is a broader phrase than Social Context for Children Education. Family School Relationship: It has a placeholder for it but no information (i. e. , no related terms, but I take it to be a viable indexing entry). It is also used for school home relationship. School Community Relationship: It means â€Å"formal or informal interactions between an educational institution and the surrounding community†, which matches the article. I believe â€Å"brand names† like Domestic Vacuum in Children’s Live, Children of the ‘90s, Schoolhome, and Rethinking Schools for Changing Families do not have much use in the thesaurus, but the variations of Social Environment, Educational Philosophy, Family School Relationship, and School Community do an excellent job in representing the subject, derived and free terms above. Although I see where my subject analysis was too narrow in some places I am leaving the term â€Å"as-is† (except for â€Å"education reform† for â€Å"school reform†, which is not much of a trade seeing how it is actually â€Å"change†) to show the evolution of the indexing process in the assignment and in my mind. To revise my analysis would be like looking in the back of the textbook to do my homework. 6. 7. Compare, Contrast and Justification When I compared the derived and free indexing terms I selected with the descriptors in the ERIC thesaurus I was surprised by the number of them that were not in the ERIC thesaurus. In a few cases there was a close term, but for most there was nothing. This furthered my understanding of not only how challenging it is to select subjects for indexing, but how much harder it would be when faced with a controlled vocabulary. For the most part only the very narrow generic subjects were listed in the thesaurus, the more descriptive terms were not. In two cases terms I selected actually has a better term in the thesaurus, such as my choice of School Reform compared to the ERIC thesaurus descriptor Educational Change. The thesaurus does a service to the search process by training the indexer to be as strategic as possible in boiling down the essential terms or concepts of an article. My derived and free terms were no less accurate than the assigned terms, because author Susan B. Pickford was writing with an audience in mind and used the â€Å"brand names† to illustrate her article. ERIC is invaluable in not only framing the terminology commonly used for subjects, but also gives the searcher context, such as what the current term used to be, along with a date of the change. This makes research interesting as an historical concept, and seeing how improvements have been made over the years, it helps to sharpen the indexer’s ear for the best possible match (e. g. , â€Å"education† in lieu of â€Å"school,† â€Å"change† instead of â€Å"reform†). As author Stephen Nachmanovich wrote, â€Å"Creativity exists more in the searching than in the finding. † However, in being creative as an indexer, you help the searcher in finding things where he wouldn’t normally have considered looking.

Summer Vacation Essay Example for Free

Summer Vacation Essay The summer i had was amazing. I did so many different things. I went to camp, went to USA, and went to the beach. I had so much fun. I just hope next summer is as exciting as this one. First of all I went to my camp with tons of my friends. (name of camp) was so much fun! I spent money on ______ and me and my friends did so much different things. The only problem is that i had to wake up early. That was a bummer. Secondly i went to USA. I woke up early, and took a long bus ride. That wasnt that fun. But i went to really nice places. (list a couple places and explain part of it) Last, i went to the beach with my family. I got a great tan! I love just sitting in the sand and soaking up the sun. I relaxed and it was really fun spending it with my family. I went swimming too. Of course its not as fun if i didnt go swimming, the water was so refreshing. In conclusion, my summer was so amazing and im really excited for next summer. The infamous â€Å"What I did on my Summer Vacation Essay†, I’m not sure I was ever assigned that one. Suddenly I see myself in Junior English. I was 16, flat chested, boyfriendless, wanting desperately to have the whole fitting popular feeling behind me. And it almost was, but only almost because there I was sitting in my name brand jeans thought I probably spent all my birthday money on. I am also pretty sure that I woke up at least an hour before school started to get my hair just right. I am still clueless with what to do with makeup but that never stopped me then. I wish I had had enough sense to throw on those old comfy jeans. The ones with the holes in them ( not on purpose), a soft t-shirt and pulled my hair into a ponytail†¦Ã¢â‚¬ ¦but that wardrobe would have to wait until college. But back to my 16 year old self, English was just a class. Not one I particularly looked forward to either. If anyone had asked my favorite subject I never would have said English. I dreaded the essays and sentence diagramming. I did look forward to the reading lists, although , I tried not to appear too eager. I complained as much as the rest as the class, but at home I read them. Cover to cover. Usually well before the deadline. I hated homework of read chapters one and two. I read books, like I later learned to drink beer. Fast until I finished. I couldn’t stop at the end of chapter two. I needed to know what happened like I needed another drink. And I liked the excuse to read, at this stage I of felt like I needed one. Reading was kind of cool for a while. Me and Ramona Quimby were the best of friends in elementary school. I also went through a slightly embarrassing Babysitters Club phase, but am pleased to report that the Sweet Vally High Twins and I never clicked. Sometime in junior high those books seemed babyish, and replaced with talking on the phone, listening to music ( really bad music I might add) and learning how to French kiss. So when we got our reading lists every year I dug in. So, back to the first week of English III. You already have most of the background, but what you don’t know is that I was more than a bit guarded. I didn’t like letting people in. Really in. Being vulnerable wasn’t exactly safe in my family and well not that safe for anyone in high school period. That being said I would have killed for our first writing assignment to be â€Å"what I did on my summer vacation†. Surely I would have written something amusing or satirical. I doubt I would have truly written about our beach vacation where more than likely my parents screamed at each other, I got 3rd degree burns and most of my family got drunk and passed out. Possibly even me. I can’t remember that summer in particular but they were all pretty much the same. Not to say there weren’t any warm memories from those summer beach retreats. Surprisingly there are many, but at 16 you kind of gravitate towards the bad stuff. The melancholy teenager hanging on to anything to give her a thick wall to build around herself. Yes, I would have written something light and clever and given it a really zingy title. I was well known for my zingy titles. Instead Mrs. Lampo asked us to write not one silly essay but a collection of private personal ones. I believe it was called a â€Å"me book†. I cringed as she described the assignment. Now, as a teacher I can see what she was trying to do. She wanted to get to know us. Who we were, what we liked, how we wrote, how to reach us. The problem was, I was 16 and she was one of them. A grown up. A teacher. A mom of a kid in our class. She was not to be trusted. How could I write all these essays on who I was, my strongest influences, the things I was most proud of etc.. Maybe later in the year. Maybe by April or something when we had a chance to feel each other out. Not now. Not the first week. I can picture her clearly. She was about my mom’s age. Short, with short dark hair. She was always very smartly dressed, much more stylish than my mom and with her toes perfectly pedicured. She always seemed a bit shifty to me. She had this large mole on her face that I couldn’t help but stare at as she lectured. It was about the size of a dime and I swear it got bigger as the year went on. It has made me really self councious about my own mole. I keep thinking about having it removed all because of the time I spent making fun of hers in the 11th grade. She was probably a pretty good teacher, although she made me uneasy. Usually good teachers fall into one of two categories: cold, hard and feared, but eventually that fear turns into respect and the cold starts to warm. This would be Mrs. Holmes my 6th grades science teacher and first F I ever received on a test. Next would be the warm and encouraging type. You learned so much simply because you wanted to please them. This would be my 10th grade English teacher, Mrs. Prejean who introduced me to Anne Sexton on the first day ( no damn summer vacation essays from her either). I wouldn’t have memorized that ridiculously long Friends, Romans, Countrymen speech for anyone else. Mrs. Lampo didn’t quite fit into either category. I suppose she was hard, but not especially challenging. I didn’t warm to her, nor did I truly respect her. I did, however, like to argue with her. This was her fault of course. She introduced our poetry unit with this long flowery speech about how no opinion or interpretation of a poem could be wrong. There were no dumb questions or bad observations. Once again, as a fellow educator I can see what she was trying to do. She wanted to create a safe atmosphere for us to speak up and discuss. The only problem with that was she announced to my class that my observation was dead wrong only 15 minutes after her flowery speach. I didn’t burn with shame, instead I took it as a challenge. Maybe this challenge was just what I needed to motivate me to prove myself to her academically or maybe all it motivated me to do was toilet paper her house and leave an egg in her mailbox with a threatening note about Thoreau. Back to my first week assignment†¦These personal essays had a cold fearful grip on me. Usually my writing process involved mulling the topic over for a bit and then pouring it all out on paper the day or so ( or occasionally the period) before it was due. I didn’t proofread or spellcheck. I finished them in a flurry and handed them in. I think I was afraid if I gave them a proper reading I would be too embarrassed to even have them graded. My spelling was not something to be envied. I never quite got a great grasp on grammar either. To this day I couldn’t tell you what a gerrand is. I somehow managed to get As, although my papers were usually heavily marked with red.. These essays were different. I was supposed to reveal something about myself. To her. To someone who could be my mother†¦and that would be the last person I wanted to be unguarded around. Sometimes I still feel that way. I briefly just considered making it all up. Some fictional crap that would satisfy her little assignment and still get me a good grade. It might even be fun, making things the way I wanted them to be instead of how they were. I also considered doing what I usually ( yes still) do when I am a bit uncomfortable and guarded†¦being funny. Writing decent essays, but not digging in. Keeping them on the surface and full of satire. The struggle was I couldn’t do either. It felt like I would be cheapening it somehow. I didn’t trust this Mrs. Lampo or her mole. It was still too early to tell if she would earn my respect, but I realized the writing already had. That it didn’t just get to scratch the surface or be passed off as a joke. That it was bigger than my fear. So I did it. I wrote about my fears and my hopes and my proudest moments. I put it all on paper and fearfully turned it in. Who it was this 16 year old girl thought she was. I saved one of those essays. I think it is in my high school box up in my parent’s attic. I did get an A. I can’t remember if it was really any good or not. I didn’t sign up to be my high school newspaper editor or go on to pursue a degree in journalism. I didn’t spend all my free time writing short stories instead of watching 90210, but it did teach me that this writing stuff was real. It had to be vulnerable, and it was most certainly to be respected, big hairy mole and all.

The Monetary And Fiscal Policy Of Iceland The country of Iceland is the smallest economy within the Organization for Economic Cooperation and Development (OECD) with a gross domestic product (GDP) in 2007 of about $11.8billion. The Icelandic economy has been based on marine and energy resources. More recently, Iceland has developed a very strong services sector, which accounts for two-thirds of the economic output. Since the start of the decade i.e. from 2000, Iceland has experienced particularly strong growth in its financial services sector. Trade accounts for a large share of Icelands GDP, with imports accounting for 46% in value and exports accounting for 35% in value of goods and services of GDP. Icelands main export item was fish and other marine products until the year 2006, when Iceland began to capitalize on its abundant thermal energy resources to produce and export aluminum. A combination of economic factors over the early to mid-2000s led to Icelands current economic and banking distress. In particular, access to easy credit, a boom in domestic construction that fueled rapid economic growth and a broad deregulation of Icelands financial sector spurred the banks to expand rapidly abroad and eventually played a role in the eventual financial collapse. Iceland benefited from favorable global financial conditions that reduced the cost of credit and a sweeping liberalization of its domestic financial sector that spurred rapid growth and encouraged Icelands banks to spread quickly throughout Europe. The 2008-2009 Icelandic financial crisis was a major ongoing economic crisis in Iceland that involved the collapse of all three of the countrys major banks (Kaupthing, Landsbanki, Glitnir) following their difficulties in refinancing their short-term debt and a run on deposits in the United Kingdom. Relative to the size of its economy, Icelands banking collapse was the largest suffered by any country in economic history of the world. This was the main reason why Iceland had to suffer so much in the crisis. Commenting on the need for emergency measures, Prime Minister Geir Haarde said on 6 October 2008, There [was] a very real danger that the Icelandic economy, in the worst case, could be sucked with the banks into the whirlpool and the result could have been national bankruptcy. He also stated that the actions taken by the government had ensured that the Icelandic state would not actually go bankrupt. At the end of the second quarter 2008, Icelands external debt was 9.553 trillion Icelandic krà ³nur (à ¢Ã¢â‚¬Å¡Ã‚ ¬50 billion), more than 80% of which was held by the banking sector. This value compares with Icelands 2007 gross domestic product of 1.293 trillion krà ³nur (à ¢Ã¢â‚¬Å¡Ã‚ ¬8.5 billion). The assets of the three banks taken under the control of the FME totaled 14.437 trillion krà ³nur at the end of the second quarter 2008. MONETARY POLICY Monetary policy is the process a the government, central bank, or monetary authority of a country uses to control (i) the supply of money, (ii) availability of money, and (iii) cost of money or rate of interest to attain a set of objectives oriented towards the growth and stability of the economy. Monetary theory therefore provides insight into how to craft optimal monetary policy. Monetary policy is contrasted with fiscal policy, which refers to government borrowing, spending and taxation. During the financial crisis, Icelands monetary policy credibility had been very seriously damaged. Unsatisfactory inflation outcomes had already undermined the credibility of the monetary framework, even before the financial crisis started and, consequently, inflation expectations were poorly anchored. Icelandic economists had said that due to the huge impact of the crisis, rebuilding the credibility was likely to take time, and also maintaining it might be very difficult. However, after the crisis, the Monetary Policy Committee (MPC) had voted to lower the Central Bank interest rates by 0.5 %. By supporting the interest rate cut, it lead to the appreciation of the krona in trade weighted terms. As in the ISLM Model, a decrease in the interest rates leads to an increase in the money supply. Therefore, this has lead to an expansionary monetary policy, as the interest rates were lowered, and also the MPC supported or voted for lower interest rates. MONETARY POLICY GRAPH The above graph shows the shift in the LM towards right, which has lead to an expansion in the LM curve. Since the MPC voted for a lower interest rates , the money supply was increased. Therefore, the LM curve shifts from LM1 to LM2, leading to an expansionary of the monetary policy. FISCAL POLICY In economics, fiscal policy can be defined as the use of government expenditure and revenue collection to influence the economy. Fiscal policy refers to the overall effect of the budget outcome on economic activity. There are three possible stances of fiscal policy: Neutral stance, which implies a balanced budget where, govt. spending = Tax Revenue Expansionary stance, increase in the govt. spending and reduction in tax revenue Contractionary stance, decrease in the govt. spending and increase in tax revenue During the financial crisis, there was an increased government debt. Due to the recession and rising debt servicing costs, the public deficit was projected to be above 10% of GDP in 2009, adding to the public debt burden. As a result, a considerable fiscal consolidation was therefore needed to put public finances back on a sustainable path and to pave the road for a successful euro-area entry. It was also important to reduce the deficit vigorously in the coming years, so that the country can reach the goal of balance. In order to eliminate the deficit, the government of Iceland had the option of tax increases as well as spending cuts, it then decided to opt for the former as they were easier to introduce immediately. The starting point for the tax increases would have been to reverse tax cuts implemented over the boom years, but Iceland could no longer afford. This would involve the increase in the personal income tax and also lift the reduced rate of VAT (Value Added Tax). This planned fiscal consolidation, would involve measures which would help to contain the expenditures. FISCAL POLICY GRAPH The above graph, shows the shift in the IS curve towards left, which leads to the contraction of the IS curve. Since the govt. decided to reduce their expenditure and increase the taxation, in order to consolidate the fiscal policy, the IS has moved towards left, leading to an contractionary fiscal policy. INFLATION In economics, inflation can be defined as the rise in the general level of prices of goods and services in an economy over a period of time. When the price level rises, then each unit of currency buys fewer goods and services; consequently, annual inflation is also erosion in the purchasing power of money a loss of real value in the internal medium of exchange and unit of account in the economy. The effects of inflation on an economy are manifold and can have both simultaneously positive and negative impacts. Since Iceland, comes from a small domestic market, the banks in Iceland have financed their expansion from getting loans on the inter-bank lending market and, more recently, by getting deposits from outside Iceland (which are also a form of external debt). Large amount of debt was also taken by the households, which was equivalent to 213% of the disposable income, causing inflation in the country. Due to the practice of the Central Bank of Iceland issuing loans (liquidity)to the different banks on the basis of uncovered bonds which are newly issued and printing money on demand, this lead to inflation being exacerbated. Due to the financial crisis, the country of Iceland suffered inflation. On 25th of March 2008, popular website, Bloomberg.com that Iceland had raised its rates to 15% by raising its repo rate by a huge 1.25% in one day. The website also reported that the country was facing an inflation rate of about 7%. However, the Central Bank of Iceland had a goal of maintaining the inflation rate of about 2.5%. Also the Icelandic currency, krona has declined against the euro, from about 100 ISK per euro at the beginning of the year (2008), to its nadir of 125 on March 19 2008. Due to the interest rate hike it had the effect of moving it to about 116 from about 122. In August 2006, the country of Iceland made news when it had increased its interest rate to 13.5%. At that time, the krona was very strong against the euro. Iceland made news previously in August, 2006 when it increased its interest rate to 13.5%. The krona was then trading at a stronger at 90 to one euro. Some main factors why Iceland incurred inflation was mainly due to, the value of krona depreciated, secondly the prices of various commodities kept on soaring, and lastly, there was uncertain effect on wage agreements on labour costs. Since the financial crisis brought a huge change in the development of the economies in the world, as well as making many banks go bankrupt, the Icelandic debt is now over 320 billion krona, which is roughly about $4 billion US dollars. This figure is huge; as one can say considering that its about a quarter of their GDP. In the graph, one can make out how the inflation rate climbed up consistently in the year 2008, whereas in the year 2009, the inflation rates kept on falling except in the month of June where it increased, but since then it had kept on decreasing. In the year 2008, the reason why inflation rate climbed up consistently, was because of the krona which had been depreciating, where as in the year 2009, the inflation rates kept on falling as the property prices fell, which resulted in the fall of prices. UNEMPLOYMENT Unemployment can be defined as people who do not have a job, have actively looked for work in the past four weeks, and are currently available for work. Also, people who were temporarily laid off and are waiting to be called back to that job are counted as unemployed. Some types of unemployment are listed below: Structural Unemployment. Frictional Unemployment. Cyclical Unemployment. Since the financial crisis, lead to large percentage of unemployment all over the world, Iceland was also one of them which had a quite high rate of unemployment. Unemployment in Iceland increased tree times more by the end of November 2008. There were more than 7000 registered jobseekers (about 4% of the workforce) in November compared to just 2136 at the end of August 2008. The debt repayment had become more costly as household debt (80%) and 13% denominated in foreign currencies had become indexed. The impact of the crisis was such that since October 2008, 14% of the total workforce had experienced reductions in pay, whereas around 7% of the workforce had their working hours reduced. According to IFL (Icelandic Federation of Labour) president Gylfi Arnbjà ¶rnsson, the above figures were lower than expected More than 85% of the workforce who were currently registered as unemployed in the country, stated that they had become unemployed or lost their jobs in October after that, due to the economic collapse. In December 2008, the unemployed figures which were registered in Iceland was 4.8 per cent, or around 7,902 people an increase of some 45 percent in November, according to the figures from the Directorate of Labour. These unemployment figures were the highest, Iceland had recorded since January 1997. In the same month i.e. December in the year 2007, unemployment rate partly was 0.8 percent, or 1.357 people. The Directorate of Labour had estimated that the figure will rise to 6.4-6.9 percent by the end of January 2009. Among those unemployed, the rate of unemployment among young people had increased the fastest, with the number of registered 16 to 24 year olds jumping from 1,408 to 2,069 in the month to the end of December 2008. This age group accounts for 23 percent of the entire jobless total. UNEMPLOYMENT GRAPHS GROSS DOMESTIC PRODUCT The Gross Domestic Product (GDP) is defined in economics as a basic measure of a countrys overall economic output. It is the market value of all final goods and services made within the borders of a country in a year. It is often positively correlated with the standard of living, though its use as a stand-in for measuring the standard of living has come under increasing criticism and many countries are actively exploring alternative measures to GDP for that purpose. The Gross Domestic Product (GDP) can be determined in three ways, all of which should in principle give the same result. They are the product (or output) approach, the income approach, and the expenditure approach. Prior to the 2008-2010 crises, the economy of Iceland had achieved high growth, also had a low rate of unemployment, and a remarkably even distribution of income all over the country. The economy depended heavily on the fishing industry which is the main source of their income, which provides 70% of export earnings and employs 10% of the work force. Icelands economy had been diversifying into manufacturing and service industries in the last decade, with new developments in software production, biotechnology, and tourism. During the global financial crisis, the crisis-stricken Icelandic economys GDP shrank by a record 6.5% in 2009, despite having a decent growth of 1% in 2008 and massive growth of 6% in 2007. The decrease in the gross domestic product (GDP) by 6.5% was a record in the national accounts of Iceland. There was a sharp decline in GDP in last year (2009) as the domestic expenditure plunged by 20.1%, then the household consumption also fell to 14.6% due to unemployment and government consumption dwindled by 3%. Also, Icelands fixed capital formation dropped by 49.9%. These were the reasons why the gross domestic product (GDP) fell by a huge margin, in the year 2009. After the crisis, the Gross Domestic Product (GDP) in Iceland managed to expand at an annual rate of 3.30 percent in the last quarter i.e. in the year 2009. After a period of tentative, very low-volume international trading in the krà ³na, activity had been expected to pick up again throughout November 2008, albeit still with low liquidity, as Iceland secured an IMF loan.[8] However as of January 2009 the krona was still not being traded regularly, with the ECB reference rate being set only intermittently, the last time on December 3, 2008 at 290 ISK per euro.[9] The Icelandic krona similarly fell in value against the US dollar, from ca. 50 to 80 per dollar to about 110-115 per dollar; by mid-November 2008 it had continued its slide to ca. 135 to the dollar. As of April 2, 2009, the value hovered around 119 per US dollar.[10] Previously high costs for foreign tourists thereby dropped, which Icelands tourism industry hopes to exploit.[11] INTERNATIONAL TRADE The economy of Iceland is small and subject to high volatility. Iceland has a mixed economy with high levels of free trade and government intervention. Iceland has a free market economy with relatively low taxes compared with other OECD countries. However, government consumption is less than in other Nordic countries. Icelands trade policy is pursued along three main tracks: multilateral trade liberalisation through the WTO, regional liberalisation through the European Economic Area (EEA) with its EFTA/EEA partners and the European Union and finally, bilateral free trade agreements in cooperation with its EFTA partners Norway, Liechtenstein and Switzerland. Icelands international treaties have strengthened foreign trade. The EEA Agreement covers the free movement of goods, persons, capital and services. Membership in the EEA in 1994 and the Uruguay Round agreement brought greater market access for Icelands exports, capital, labor, and goods and services, especially seafood products. Agriculture is heavily subsidized and protected by the government, with some tariffs ranging as high as 700 percent. Iceland is a part of the World Trade Organisation (WTO). The WTO was established on the 1st of January 1995. It is an organization designed to supervise and liberalize international trade. Since the early 1990s, Iceland and its other partners in the European Free Trade Association (EFTA) Liechtenstein, Norway and Switzerland have established an extensive network of contractual free trade relations in Central and Eastern Europe, the Mediterranean region and with countries in other parts of the world. The WTO deals with controlling of trade between participating countries; it provides a framework for negotiating trade agreements. The country has signed a large number of multilateral and bilateral agreements. Iceland is furthermore strongly committed to the Doha Development Agenda and a fair and equitable outcome that will benefit the entire membership. Iceland support s the Doha Development Agenda Global Trust Fund, which is intended to assist developing countries in taking advantage of the opportunities created by increased trade liberalization. Iceland exports 40% of fish and fish products, 40% of aluminum and alloys and animal products. The main imports are machinery and equipment, petroleum products, foodstuffs and textiles and Cement. Icelands primary import partner is Germany, with 12.6%, followed by the United States, Norway, and Denmark. Currently, the largest trading partner countries are Germany, the UK, the Netherlands and the Nordic countries. The fishing industry is one of the most important industries. It provides 70% of export income and employs 6.0% of the workforce; therefore, the state of the economy remains sensitive to world prices for fish products.  [i]  The diversity of Icelands exports has, however, increased significantly in recent years, due to structural reforms and privatisation of state owned entities in finance a nd other sectors. Exports of manufactured products have been growing rapidly. Services now account for 36% of total export revenues while in 1990 the share was 26%. Icelands ratio of services to total trade is one of the highest among OECD countries. It is the Governments stated objective to provide Icelandic agriculture with a realistic opportunity to adapt to changes in its operating environment, to the benefit of farmers and consumers alike. The growth of international trade had been affected in the 1930s by the existence of tariffs and other barriers to international trade. To avoid such problems an agreement, the general Agreement of Trade and Tariffs, was concluded between 44 countries which included Iceland. Iceland joined GATT in 1968. GATT stated that an international agreement should be created which required a binding code of conduct for international trade; its main objective was the liberalization of world trade. Its principle was that there would be mutual benefits if international trade took place on the basis of non-discrimination and should be gradually reduced through negotiations. The liberalization for international trade gave Iceland confidence in their trade. During the period 2003-07, Iceland developed from a nation best known for its fishing industry into a country providing sophisticated financial services, but was consequently hit particularly hard by the 2008 global financial crisis, which extended into 2009.  [ii]   Self-protection and self-preservation have characterized Icelands foreign trade policy since its independence from Denmark. While Iceland is a highly developed country, until the 20th century, it was among the poorest countries in Western Europe. However, strong economic growth has led Iceland to be ranked first in the United Nations Human Development Index report for 2007/2008.  [iii]   TARIFF Iceland enjoys some of the strongest economic freedoms among all countries However; Iceland is very isolationist as regards to the import of farm products and licenses as well as state monopolies of imports (undergoing a dismantling). Some plant products such as potatoes and flowers are subject to seasonal limitations. Iceland implements high tariffs on agricultural products in order to protect the domestic agricultural sector. Tariffs on certain varieties of vegetables, e.g. tomatoes, cucumbers and bell peppers are significantly higher during the growing season to protect domestic greenhouse producers. Meat and dairy products, and potatoes are also protected by substantial duties. Animal feed can carry tariffs up to 55%. Over 90% of imports are not subject to import restrictions or duties other than the same value-added tax applied to domestically produced goods. Special excise taxes are levied on sugar and some sugar products, potatoes, and motor vehicles. Agricultural products remain the most heavily taxed. In March 1970, Iceland acquired full membership in EFTA. On 28 February 1973, Iceland ratified a trade agreement with the European Community (later named the European Union) leading to the elimination of tariffs on industrial goods. A law authorizing the establishment of free trade zones went into effect in 1992. Icelands trade regime underwent considerable liberalization in the 1990s with accession to the European Economic Area (EEA) in 1993, and the Uruguay Round in 1994. Current duty rates generally range from 0% to 30% ad valorem and the average weighted tariff is 3.6%. Some goods enter duty-free, such as meat, fish, and dairy products. Icelands average MFN applied tariff is 5.9%. A high percentage of tariff lines (70%) benefit from duty free treatment. The average MFN applied tariff rate for agricultural products is 18.3% (WTO definition) compared with 2.5% for other goods.  [iv]   Iceland offers preferential tariffs on imports from 37 WTO Members under several free-trade agreements. Regional liberalization has advanced the most within the framework of the European Economic Area (EEA); nonetheless, the average tariff on products from EEA partners is still 3.2%, reflecting the exclusion of several agricultural products from duty-free treatment. A 16 year old Mexican immigrant working for a construction subcontractor from Texas who had been contracted by a framing contractor in Oklahoma, who in turn was working for a general construction contractor in Alabama, fell to his death from a roof at the construction site in Alabama. The Texas based contractor had a safety plan but it was written only in English. The general contractor in Alabama had a safety plan for its employees but it did not make any provision for subcontractors. Evidence indicated that the crew understood little or no English. Evidence gathered during OSHA interviews of the crewmembers, indicated that the crew had no knowledge of the safety plan 2. There were many mistakes made in this scenario and we must be mindful of this type of situation due to the changing composition of the modern workplace. As managers, we will face employees with various cultural and language backgrounds and these employees must be a vital and productive part of the overall scheme. Th e general contractor in this case should have incorporated any subcontracted employees in its safety plan. In so doing, these contingencies are provided for before they occur and may limit the company’s liability.

Development of Egyptian Pyramids from Sumerian Ziggurats Essay

The Egyptian pyramid structures represent a great range of civilization techniques that have been used in various other parts such as in Rome and Greece. This is despite the fact that the eventual architectural construction of pyramids in Egypt took place in slow transitional steps during the 3rd transition to a unique Egyptian character and permanency in the 4th dynasty although the â€Å"idea was brought to Egypt by the Mesopotamians† (Isler 90). The original idea came from the structures of the Ziggurats that are of various sizes and whose bases range from 20 meters on the side and 90 meters on a side. They are usually very high temples built on a platform of adobe brick with a series of platforms that create a stepped pyramid. They are therefore of major importance as they are mainly used for city planning and are dedicated to the god or goddess of the city’s patron. This is a major form of civilization which was introduced in Mesopotamia through the epic journey of Gilgamesh in 2700 B. C who later built the city of Uruk (Hooker par. 3-6). His account which was inscribed in some of the oldest and earliest tablets existed before those provided on the pyramid texts. Since the structure of ziggurats does not have a specific definition, the staged towers which possess consciously constructed stages are generally referred to as ziggurats. They are mainly found in the area of Mesopotamia. The siak ziggurat dates back to 5500 B. C although it is not yet clear what was anciently used to classify structures as ziggurats. Most temples on accumulated ruins were the original staged towers even though the stages which were made of accumulated ruins were not constructed for the tower. Hence the structures are only referred to as ziggurats when the stages are constructed and modeled after the piled up ruins. Some of their functions arise since they were built as a representation of mountain to offer protection for the temple against floods, and religiously they appear in the form of unity since they form a place where the gods dwell. There are a number of evidences that the Egyptian pyramids borrowed their building techniques from the Sumerian ziggurats. For instance, the ziggurats â€Å"and typically the elamite ziggurat exhibit a striking resemblance â€Å"(Isler, 32) and are similar in shape to the early Egyptian pyramids most especially the step pyramid of Djoser at Saqqara except that they do not â€Å"possess a sanctuary at its apex and had a system of internal tunnels and chambers† (World Mysteries par. 3) . In addition, they date some years later than the earliest ziggurats as the great pyramid dates back to around 2500 B. C. The architectural forms of the pyramid began as a simple mastaba which was built in several stages. This step pyramid is a product of the â€Å"Egyptian third dynasty which was simultaneous with the early dynastic period in Mesopotamia† (Walton par. 1-5). However, they are built by use of mud bricks, a technique developed in Palastine in the Neolithic period and not in Mesopotamia. The civilization in Egypt which is accompanied by the technique of building pyramid tombs is a sign of concern about death and the search for immortality. This is because they were worried about the nature of death and the hope for survival after death, a factor realised by Gilgamesh when he discovers â€Å"the fateful truth that death awaits every person† (Smart 201-203). High Schools Students Essay

No Child Left Behind mandates placed tremendous pressure on schools throughout the country to succeed in helping our students achieve. School leaders are spending time and money to find ways to improve their schools. Many leaders have chosen to restructure their everyday scheduling format. Schools need to explore if this is beneficial or not. The purpose of this study is to determine if block scheduling has an effect on student achievement of high school students who are enrolled in block scheduling classes versus those enrolled in traditional classes. The block format will consist of four 90-minute classes. The traditional format will consist of six 50 minutes classes. To examine student achievement, the researcher will explore three critical areas. They are academic achievement, student discipline, and student attendance. The sample population will consist of students, teachers and administrators. The students of this population will be students enrolled at a high school that uses the block format and students enrolled at a high school that uses the traditional format. To examine academic achievement, only students who have completed their 11th grade year and taken the social studies portion of the Georgia High School Graduation Test will be used. To examine discipline and attendance, the teachers, administrators and some students will be randomly selected. The case study will consist of interview questionnaires and data from the students’ records to determine if there is a difference with block scheduling compared to traditional scheduling. The research will explain and explore if block scheduling versus traditional scheduling is a wise decision for school leaders throughout the country. CHAPTER ONE INTRODUCTION 1. 1 Statement of Problem It is no secret that schools in the United States have come under much fire lately for their failure to meet the basic educational needs of students. Globally, students in the United States lag far behind those of other countries. Education reform is a catch phrase on the lips of politicians and educational researchers alike. Dobbs reports that in a global math skills test, the United States ranked 24th out of 29 wealthy, industrialized countries. Approximately 5500 students in 262 high schools were studied; their poor performance suggests a widening gap between US students and their counterparts in Europe and Asia (Dobbs, M. , 2004). In addition an International Math & Science Study reported the high school seniors were out-performed by 90% of other tested nations in math and by 76% in science (Hodges, 2003). In reading, students are equally unprepared. The Alliance for Excellent Education reports that nearly 6 million middle and high school students do not read at grade level. In addition, over half the students entering college scored at unacceptable levels on college entrance exams in reading, and these trends seem to cross gender and racial lines (Aratani, 2006). The current debate about school reform came in response to the report, A Nation at Risk (2004) which made the above statistics and their implications public to the nation. The National Commission on Excellence in Education remarked that if a foreign power had attempted to impose our current education performance on any nation, it would have been deemed an act of war. In a nutshell, schools in America were characterized as failed systems (Finn, 1997). The No Child Left Behind Act (NCBLA) by the current Bush Administration is one of the most groundbreaking educational reforms in years. Approved by Congress in December 2001 and signed into law on January 8, 2002, this legislation expanded the federal government’s role in the operation of public schools and imposed new obligations on all school districts. The NCLBA’s basic reform principles feature stronger accountability of the schools, administrators and teachers, increased flexibility and local control of funds from the federal government, expanded options for parents in choosing schools, and an increased emphasis on successful teaching methods (No Child Left Behind Act, 2001). Policymakers are also accountable not just for the enhanced consumer satisfaction of the parents who have an active role in school choice, but also for the overall improvement of opportunity and performance for students who have only a limited role in school choice (Leckrone & Griffith, 2006). To combat these downward trends and to provide for the new obligations and standards in the NCLBA, public education reform has turned to a revision of the structure of the school day. This included changing the schedules from a traditional six or seven period day which consisted of 45 to 55 minute classes that met daily for an entire school year to a block schedule. Block schedules take many forms, but basically, the class times per period doubles to about 90 minutes each and the number of classes taken is reduced from six or seven to four per semester. 1. 2 Statement of Purpose Since the trend toward block scheduling began several years ago, and reports have been mixed as to whether block scheduling has been beneficial or deleterious in solving some of the problems of US high schools. Many factors are involved when it comes to student achievement. These include, among other things, school climate, teaching practices, familial support, motivation and resources. This study seeks to determine the effectives of block scheduling on the academic performance of high school students with regard to the discipline, attendance and test scores. 1. 3 Definitions For the purposes of this study, the following definitions will be used: †¢ 4 x 4 Block Scheduling – Four classes, approximately ninety minutes in length, every day for the first semester. Four completely different classes, again ninety minutes in length, every day for the second semester. Each class equals one credit (The Change Process and Alternative Scheduling, 1996). †¢ A/B Block Scheduling – Four classes, approximately ninety minutes in length, meeting every other day (â€Å"A† days) for an entire school year. Four completely different classes, again ninety minutes in length, meeting on alternate days (â€Å"B† days) for an entire year. Each class equals one credit (The Change Process and Alternative Scheduling, 1996). †¢ Combination Block Schedule – A combination of 4 x 4 and A/B block schedules (The Change Process and Alternative Scheduling, 1996). †¢ Flexible Schedule – A combination of 4 x 4 and A/B block schedules, but class length varies from day to day. One example: On three out of every five days throughout the school year, each class could be 90 minutes in length. An Advisement/Resource Hour is 60 minutes in length (The Change Process and Alternative Scheduling, 1996). †¢ Traditional Format – six (or more) 50-minutes classes per day †¢ FMS – the Flexible Modular System designed by J. Lloyd Trump which introduced alternative scheduling options and provided for differing times for classes depending on the needs of the student and the content of the particular course. †¢ GHSGT – The Georgia High School Graduation Test which must be passed by all seniors in public high schools in Georgia. †¢ Carnegie Unit – 120 hours of class or contact time with an instructor over the course of a year at the secondary school level †¢ No Child Left Behind Act – NCLBA, 2001 legislation which tightened federal control over the standards and processes of American public schools. 1. 4 Assumptions of the Study This study assumes that all schools and students and teachers polled are enrolled or teaching in schools that follow the typical formats discussed above, that they have no previously diagnosed mental disabilities or learning problems and that the school is not participating in any additional enrichment programs which may distort the results of the study. 1. 5 Significance of the Study This study is important for anyone interested in improving education in American high schools. This study is significant in that it provides to the body of research that determine a) if the block scheduling concept is perceived by teachers and students as efficient and advantageous and b) if the block scheduling concept is actually responsible for improved academic achievement based upon variable factors of attendance, disciplinary records, and achievement test scores. 1. 6 Limitations of the Study This study is limited by the existence of several variables which cannot be tested by these researchers or that cannot be completely controlled. First, the research obtained is limited to those participants who willingly elect to complete the surveys and questionnaires in their entirety. All personal data to be collected is limited by the veracity of the respondents. Because of the small scope of the research, it is difficult to statistically proportion the number of respondents from necessary categories such as gender, race, income level, and college plans. It can also not take into account existing problems in the schools unrelated to scheduling such as teacher turnover, violence, etc. 1. 7 Summary The problems faced by high schools in the United States are wide-ranging and diverse. No one change will provide an instant cure for all that ails the education system. The NCLBA mandates and the general demise of educational achievement has prompted several new methods of teaching, administrating and funding education in America. The issue of scheduling may hold promise as to improving some aspects of academic performance. CHAPTER TWO REVIEW of the LITERATURE 2. 1 Historical Background of Block Scheduling Students of the 20th century spent nearly all of their high school time in 45 to 55 minute class periods, six or seven classes a day. During the 1960s, some experimental ideas emerged, notable the model of J. Lloyd Trump, who proposed creating classes of varying lengths depending upon the course. Science courses with lab requirements could meet for 100 minutes while lectures could be scheduled for 40 minutes and tutorials for 20 minutes. This system was called the Flexible Modular System (FMS). Later, a similar type of scheduling was dubbed the Copernican Plan which resulted in a reported benefit of improved graduation rates (Carroll, 1995). The plan gives students an extra chance each year to pass a semester class that they may have failed. In 1984, John Goodlad warned education leaders that the traditional school structure spends way too much time on six or seven class changes and does not allow â€Å"for individualized instruction, for extended laboratory work, or for remediation and enrichment† (Queen, 2000). Eventually, the extreme flexibility of time produced discipline issues, scheduling headaches and teacher planning problems, and FMS’s popularity began to wane (Dobbs, W. , 1998) Nonetheless, the importance of this system has not been overlooked, and it is generally regarded as the precursor to the modern block scheduling system. Tradition has always played a role in high school scheduling. The Carnegie Unit became a standard for determining a students required yearly course load. Most critics of the traditional system likened the Carnegie Unit to simply amassed seat time (Canady and Rettig, 1995). This point was reiterated in the National Education Commission on Time and Learning’s publication of A Prisoner of Time. It states that Learning in America is a prisoner of time. For the past 150 years, American public schools have held time constant and let learning vary. The rule, only rarely voiced, is simple: learn what you can in the time we make available. It should surprise no one that some bright, hardworking students do reasonably well. Everyone else—from the typical student to the dropout—runs into trouble. Time is learning’s warden. (National Education Commission on Time and Learning, 1994, p. 7) â€Å"The pace is grueling† (Irmsher, 1996). A student will spend nearly seven hours a day in seven to nine locations pursuing seven to nine different lessons and activities which produces an impersonal and inefficient approach to instruction. â€Å"The pace is grueling† (Irmsher, 1996). Unfortunately, many administrators, teachers and parents resisted any type of change to the system that they had experienced themselves. This resistance was challenged with the report A Nation At Rise was published in 1983 which revealed the American educational system was not up to par with international systems. Thus, restructuring schools became a focus in improving educational achievement (Queen, 2000). 2. 2 Summary of Current Knowledge and Theory Relevant to Block Scheduling 2. 2. 1 Overview of Perceived Advantages to Block Scheduling Several researchers (Dobbs, W. , 1998; Hurley, 1997; Zepeda, 1999; Staunton, 1997; Staunton and Adams, 1997; Pisapia, and Westfall, 1997; and Eineder and Bishop, 1997) reported the following perceived strengths and advantages by both students and teachers to block scheduling: †¢ Increased teacher preparation time (in both teams and as individuals). †¢ Double the class time for certain core subjects such as language arts and math. †¢ Half as many students for teachers per semester †¢ Additional elective class choice for 9th grade students; more choices for upperclassmen, including options of Advanced Placement and other higher level coursework †¢ More time for completion of labs, incorporating technology, class trips, and other various applications of learned material †¢ Improved school climate and decreased disciplinary referrals †¢ More time to do homework and for guided practice under the direction of the teacher †¢ Improved academic achievement by students †¢ Ability of students to accumulate enough credits to graduate early. †¢ More one-on-one time between teachers and students In general, surveyed students liked the block scheduling. They claimed to be getting better grades, to have time for more in-depth study, and got more attention from the teachers. They said their lives were less stressed and they liked having a fresh start each semester. Nearly all students asked said they would not want to return to the traditional schedule. One of the greatest effects of the 4 x 4 schedule is that students report having less homework. Of the 37 students interviewed, 20 said they had less homework, 7 said they had more, and 6 said they had about the same. If you don’t like the teacher, you don’t have to deal with him all year, or if you don’t like the subject. When the semester ends, it’s like a new school year. You’re not bogged down. Clearly, these students reaped academic benefits from the change to the 4 x 4 schedule. Both college preparatory and general students reported they were learning more and receiving more individual attention (Hurley, 1997). Surveyed teachers indicated that they enjoyed lecturing less and spending more time one-on-one with students. Teachers teaching in block scheduling used more of a team approach and allowed them to experiment more in the classroom (Staunton, 1997; Staunton and Adams, 1997). Teachers also reported that their teaching methods and practices changed as block scheduling was implemented. They used a wider array of strategies and activities. In one Florida study of over forty high schools on block scheduling, â€Å"forty percent of the teachers reported less stress at school, one-third reported increased common planning time, and 80 percent noted that they preferred the block schedule to their previous schedule† (Deuel, 1999). There seem to be several perceived advantages associated with block scheduling. 2. 2. 2 Overview of Perceived Disadvantages to Block Scheduling Several researchers (Dobbs, W. , 1998; Hurley, 1997; Zepeda, 1999; Staunton, 1997; Staunton and Adams, 1997; Pisapia, and Westfall, 1997; and Eineder and Bishop, 1997) reported the following perceived weaknesses and disadvantages by both students and teachers to block scheduling: †¢ Additional costs in hiring teachers. †¢ Additional costs in adding space for teachers or the need for teachers to ‘travel’ which means he has no permanent classroom †¢ Difficulty in making up work from absences because missing one day equivalent to missing two classes †¢ Some classes clearly benefit from meeting every day (i. e. performing arts classes) †¢ Need for teachers to commit to using new teaching methods †¢ Ninety minutes is a long time to hold the attention of students †¢ Uneven schedules in which the harder classes all end up lumped into one semester making it too difficult and the next semester too easy. †¢ The possibility that there will be a long gap in between sequential courses if they are not taken in back-to-back semesters. The primary disadvantage given by surveyed students is that the classes are too long. Students particularly gave this as a weakness when their teachers lectured for nearly all of the time period. Others noted that â€Å"bad classes are really bad when they are held for 90 minutes† (Hurley, 1997). Surveyed teachers voiced concerns about interruptions of sequential material from one semester to the next and consistency issues with students. However, teacher opinion seemed to be mixed about this issue. Some foreign language teachers feared a sequential break between levels (Scheduling Foreign Languages on the Block, 1998). Other researchers found that some schools actually showed an increase in foreign language test scores because students could take level I and level II courses in back-to-back semesters (Schoenstein, 1996). Some teachers felt more comfortable with the lecture approach and had little comfort with experimentation of teaching methods (Staunton, 1997; Staunton and Adams, 1997). 2. 2. 3 Actual Advantages to Block Scheduling via Research Studies. A Temple University study found that block scheduling had distinct advantages in academic achievement. Students who made the honor roll at the three schools studied rose from 22% to 31%. SAT scores rose by an average of 14 points. In addition, the number of detentions declined while student attendance increased (Evans, Tokarczyk and Rice, 2000). Most recently, a 2006 study indicated a variety of advantages to block scheduling. Five Connecticut high schools were studied to determine what, if any, positive outcomes would result. The researchers used test scores and surveys as a means of data collection from school guidance counselors, teachers, administrators and students. The study found that gains in math rose significantly over a two year period, achievement test score averages rose in a statistically significant manner over three years, and PSAT and SAT scores increased within the first three years but then leveled off. (Wilcox, 2006). This study is one of the few longitudinal studies available. This study also stressed the importance of time as a factor in determining the success of block scheduling. â€Å"Almost all of the results which indicated significant differences were shown after two or more years† (Wilcox, 2006). Clearly some time is necessary in order for students and teachers to become accustomed to the changes. Some of the school studies Wilcox (2006) examined had been operating on a block schedule for as long as ten years. Unfortunately, not all the schools had baseline data for years before the block schedule or had opened with a block schedule. The study further stresses the level of support by the staff can be a determining factor as to the success of any type of block scheduling, which seems to correlate, at least on surface examination of the results, with training procedures and teacher confidence. 2. 2. 4 Actual Disadvantages to Block Scheduling via Research Studies A University of North Carolina at Chapel Hill study studied achievement in reading and mathematics of students in a high school which ran a tri-schedule. This schedule consisted of a traditional schedule, a 4 x 4 schedule and hybrid schedules which all operated in the same single school. The NC state mandated tests in reading, language and math were used to determine achievement. For reading and language test results, there was no statistically significant difference based on the types of schedules. There was, however, a statistically significant difference in math computation subtest. The traditional schedule saw slightly higher scores in understanding and retention of mathematical computation for tenth grade students. Thus, this study â€Å"supports the importance of daily instruction and contact time to student achievement in mathematics as distinct from other academic skills† (Veal and Shreiber, 1999). Another study tested students in the Wilmington area of North Carolina. It, too, found that students on traditional schedules scored higher on tests of algebra, English, biology and history than did students on a block schedule (Lawrence and McPherson, 2000). 2. 2. 5 Studies that were Inconclusive in Determining the Efficacy of Block Scheduling in Increasing Academic Achievement. A third North Carolina study, this one undertaken by the Department of Public Instruction, compared End-Of-Course (EOC) test scores in five areas (English I, Algebra I, Biology I, US History, and Economic, Legal and Political Systems (ELP)). It sample scores from schools that operated on block schedules and on traditional schedules for 1993 to 1996. It mentions at the outset that the first schools to adopt block schedules in NC were those that had lower achievement scores to begin with. These schools’ scores were adjusted for the purpose of this study. The overall results were inconclusive. Some blocked schools showed some improvement in some years but then lower scores in other years. â€Å"At present, there are essentially no significant differences between groups of blocked and corresponding non-blocked school groups in terms of student performance in state EOC Tests† (North Carolina Department of Public Instruction, 1997).
